Raptor's account for just 2.5% of F-series production. Not many Raptor owners looking to upgrade their headlamps as they've got a model specific headlamp with LED turn. That's why.

They are the headlights installed from factory on the Raptors being exported to China. They don't have the amber halo on the perimeter of the housing, the low-beam is the HID projector style and the high-beam is a plain halogen bulb. Ford likely has them produced in very small quantities as they are not meant to be an aftermarket item, but I'll bet they would be very expensive if Ford did sell them to the North American buyers.

Other differences: roof-mounted marker / identification lights instead of the lights in the grille, on the front flares and under the taillights, large red reflectors on the rear bumper, no BLIS as these have the more rare LED taillights found on lower trim North American Raptors and on the King Ranch.

If I remember correctly those headlights are for raptors built to sell in Japan and China. Those use oem HIDs instead of LEDs/
