One more item worth confirming. I presume they did replace the phasers by now in that 2018. --> Check to see if the part number is one of the two listed in the TSB.

Ever vehicle I've looked at, whether it's been on the lot for 60 days or 10 sells just as we're ready to make a deal. Maybe it's the man upstairs letting us know it wasn't the right one.
Hmm. I'm not sure whether or not that is true. Even for my truck the first person I asked said no they can not print it out, and the second service writer said no problem and gave it to me.
But, they should still be able to pull up the details in Oasis and tell you whether or not the phasers were ever changed at a dealer, or print off the parts list used for that work.

Well, they made the decision for me and when we went to look at it, the salesman went over to get it but came back empty saying it smelled like an ash tray and had a check engine light on now. When we looked at it there was a hole in the bed behind the drivers side wheel well but was locked up. What's worse is he sent a video saying there was no evidence of smoke. So this week we're at Car Sales 2, Us - 0. lol
Sorry to hear but it might have been for the best. I wouldn't score it the way you did as you might be ahead of the dealers and the other poor suckers that didn't do their homework. You are more knowledgable now about what to look for so count it as a win.
