Memory Heated/Cooled Seat Function
However, when you press the START button, the heated seats (and steering wheel) turn off. You have to reach over and turn them on again.
That fact (that there is a memory function - albeit only with remote start) gives hope to the possibility that it's a setting somewhere that can be changed via FORScan.

Yes - there is that setting. And when you remote start, the seats (and heated steering wheel) come on based on your last setting. (Or, if selected, an automatic setting based on what the truck thinks is good...)

You would think it should be doable, I mean you can have the truck remember the fog light setting with a simple change. The first part is to know where that info is stored (what module) and compare the 2 years.

I've just got a lowly XLT with the 302A package, heated seats, I wonder if I can do the same when remote starting.
Might be worth getting Forscan if that's the case.

There's a good possibility that it won't be possible to set memory heated seats via FORScan. However, there are many other excellent reasons to acquire FORScan and the computer/OBD link hardware necessary to use it. Just being able to customize many of the features on your XLT (and to make other adjustments that normally would require a trip to an authorized service center) is worth the price of admission.
