Negative, it's for programming new keys.

It is for both. If your fob battery dies, you extract the physical key from the fob, place the fob in this location and you can start the truck with the key.

I always leave my keys in the truck when we go kayaking. Park in a high profile area or public boat launch and no thief will bother with a new truck that they know has an alarm. Especially when there is nothing of value visible.
