Below is a video of the issue I have been experiencing lately. I've thought that it depends on the amount of daylight out, but I have experienced this issues in all light levels, but mostly in daylight.
Contrary to the video, most of the time I am in AUTO while driving and I will see only my driver side light on in the reflection of the car ahead of me. Setting to ON or DRL may fix it, and may not. It seems to be a little different every time.
Sometime, just setting to ON and the back to AUTO will resolve it..
Also, I notice that my driver side headlight, the orange blinker is on all the time, passenger side is not, but both flash when blinker is on.
The fact that all the bulbs work but just some not at the right time, but not always the same scenario, makes me think it has to do with the switch on the dash, and or the light sensor. possibly a relay.

Does the Scan that tells you the Right Low Beam CIRCUIT has a Short to Ground not concern you, as the issue.
That is the side you see not working.
Scan is worthless if you do not run with what it tells you.
You; cannot clears a ground fault by clearing the code.

You have a wiring or bulb problem. Here is the wiring schematic. Don't overlook a bad bulb. Have you tried replacing it yet? There are no relays and the headlamp switch does not power the lamps but instead just provides a ground signal to the BCM to turn the lamp circuit on.
