I can open my tailgate with the truck running (or not running) using either the button on the tailgate latch or the remote button on the fob. Haven't any settings pertaining to that.

Did you try pushing the unlock button? The tailgate locks when you start the truck and unlocks when you shut it off, but you can unlock it anytime with the remote or the button on the door.

Before I replied to him wanted to verify this, so I started the truck, got out, pushed the button on the tailgate latch and it opened. I didn't unlock the truck, other that exiting the driver door.

By any chance was the key still in the truck?

I have a 2015 with the key fob and push-button start, and if I walk up to the tailgate, even with the truck locked, pushing the button on the tailgate will open it up.

I'll check in the morning to see if it works when the engine is running, and report back.

Happens to me with the 2015, just the doors being locked. Unlock them and good to go. I think if I recall they lock automatically after the truck reaches like 15mph or something like that.

This is correct.
You can disable this feature if you want to, I did.

When all the doors lock after you hit 15mph it also locks the tailgate. When you get out with the motor running it only unlocks the driver door, everything else is still locked.

I tried this tonight when I wanted to lock my keys in the truck using the keypad when I went running. Used the 7/8-9/0 keys to lock the truck and then went back to try to open the tailgate and it didn't open.

I think the OP had been driving like said above, didn't unlock all the doors prior to trying to open the tailgate and it was still locked from the auto-lock feature at 12mph. That is one feature I wish these trucks had and that's the ability to lower the tailgate from inside the cab without using the key fob.

I'm on travel and my Lariat is back home, so I can't play with this, but one of the first things I did with it was to change the default locking scheme so when I unlock any door, all doors unlock.
That might include the tailgate, I'm not sure.

Tailgate always unlocks if you have a fob on your person, I'm pretty sure, engine running or not.

Unaware of any way to prevent tailgate from ever locking. Probably would involve cutting a wire...
