You probably need to be more specific, i.e. what cover you have on and where water is coming in. A good tonneau cover should stop most water from coming in, but the back couple of inches always gets some as the weatherstrip there can't keep it out and still allow tailgate to pop open.
Some people are happy with just the Rok Block. It is just 5 ft long and only covers the bottom portion of the bed where 90% of the dust and water get in. To get the 99% of the infiltration eliminated you can get something like the Ultimate Tailgate Seal with Taper Seal. This is 10 ft long and will cover up the sides as well as the bottom.
To get 99.9% of the infiltration eliminated you need to get into the bed with the tailgate and tonneau cover shut. Look for light coming in and seal that up with the remaining Taper Seal as illustrated here.
The bed is designed to drain water if you are sans a tonneau or topper. If you want to go to suffocation levels you can seal the bottom where the bed meets the sides with Silicone II Caulk. The Silicone 2 is not ascetic acid cure so It is not going to cause corrosion to your aluminum. Ford simply does not recommend using any silicone anywhere on the body because there are so many different brands/types and cures that they did not want to specifically promote any of them.
To get to 100% seal you may just need to fill the bed with water and look for the few remaining grommets, holes and leaks. YMMV

Curious ... any problem using both the ROK BLOCK and the Ultimate Tailgate Seal at the same time? Does the ROK BLOCK fold down into the Ultimate Tailgate Seal or is there enough space between?

I haven't installed mine yet as its coming in the mail but I don't believe you use the seal under the ROK BLOCK only around the two sides.
This is one of the product details from Amazon:

I went with truxedo tailgate seal. Did bottom and sides. Pretty water tight, occasionally I will get a little water in at the high pressure car wash. Keeps my tools, gear dust free and dry.
This is something I want on mine with the topper and Bedrug. My last truck had a topper and Bedrug but no seal and salt water got up and soaked the zipper that attached the tailgate rug to the main rug and corroded the end. I had to cut it off at the end fitting so I could detach it.
