Active Grill Shutters
On my 2017 2.7 I have noticed that when starting the grill shutters activate and open and close like they should. With that said, it was 2 degrees this morning and when I stated my truck, after the cycle that the shutters do upon start up, the upper shutters then opened about 30% and stayed there. The lower was closed.
In this cold weather, shouldn't they close completely? After driving about 20 miles, the lower shutters matched the upper at about 30% open.
I used to have a 2017 with the 3.5 na, and the shutters stayed closed at low temperatures to allow quicker warm up times.

If they operate anything like the outdoor temperature sensor, might as well shake the magic 8 ball. I'll be curious what they do once frozen with ice. Probably strip the motor and cause a 'go to dealer' light to come on. lol.
I'd think engine heat would keep them clear of ice and evaporate most moisture after parking.
In sub zero temps they stay partially open in case they freeze. Both my 16 and now my 19 operate in the way you are describing. Remember that the primary reason for grill shutters on the radiator is not to heat the engine more quickly but to make the truck more aerodynamic. The shutters on the intercooler operate differently and if they freeze shut, it is not the end of the world.
