2019 drl
On my 2019 XL it appears that the DRL are the same brightness as the low beams. I have not tested the voltage yet. I have seen other 2015+ trucks with what appear to be dimmer DRL. Thanks for any info/help. Bill C
The drl comes onwhen the headlight switch is inthe auto position. You can tell it is on when you shift out of park and they turn on. Put it in park and they shut off. Bill C
You need to enable the drl in the dash display menu.

Okay....you'd be surprised how many people don't know that.
When you stated the lights are equally bright in 'both modes" I wanted to confirm you were in fact seeing the DRL lighting.
I don't have a suggestion but did want to make sure you weren't only looking at 'headlights'.

I have a 2019 XL single cab.
I have the Switch in Auto.
Drl’s are on. When I switch the lights to the on position there is no difference in the headlight brightness.
So I’m seeing the same thing the OP is.
I guess that’s normal?
