It's not only during mornings, it's whenever it rains or I use wipers. I just took picture in morning because it was easy to recognize lol

And do we know why it streaks on way back but not really forward? It can get dangerous sometimes lol

And if that doesn't work I have heard Barkeeper's Friend does a good job cleaning a dirty windshield. I have never tried it.
