Default Transmission problems

I have a 1994 Ford Svt Lightning has a 393 stroker i still have the E40D trans in it. But with a 2800stall and a punisher VBody. I just recently been having problems with it shifting between 0mph and 40mph. Anything above that runs real smooth top it off like nothing. But when im at a stop it seems that it wants to shut off then when i step on the gas it goes then right about 15mph 20mph seems like it bogs down then changes gears and slowly gets up but once i let go of the gas it jerks really bad. When i parked it i put it in reverse and kicked real hard and shut off i was told that it could be a bad torque converter but before i pay $$$$ to get it checked out want to know if anyone has had problems like this to where it was an easy fix ??

Is it a lockup converter? Sounds like it could be sticking locked.
