Ymeski posted a link somewhere about the dual function reservoir. Basically it can be stuck or a bad pump can keep it from operating properly. Not sure which pump though. I would start with the front tank pump anyways since I guess it doesn't work? You can delete a tank but you need to get a single function reservoir to do it.

Weak rear pump. Not surprised, the front's already pooched.http://stangler.com/motorsports/arti...alve/index.htm

so youre saying i need a new rear fuel pump, because it seems there isn't enough pressure acting on that diaphragm?

something funny i realized just now as well, which leads me to believe what you say about the front pump is done-- i know the tank is full, but when switched over it sputters and dies...
