actually an easier way to check for locked up brakes is drive it for a few minutes and do the ole touch or water test. or jack up each wheel and just turn it by hand if its hard to turn you have your problem wheel. if thats even the problem.

A frozen caliper will do this for sure and with drum brakes I have had the brake shoe return springs break causing the shoes to bind up on the drum. This is why when ever I replace brake shoes I always replace all of the return springs, the self adjusting parts, and the hold down springs. You purchase this as a spring set for both sides it costs about 10 dollars, the self adjusting parts for about 7 bucks, cheap insurance. Below is what these kits looks like. As has been said pull your drums and see what is going on. broken return springs and frozen emergency brake lever, hold down spring broken and a shoe has come loose, the adjusting pawl corroded and not moving, broken adjusting cable. etc.

i had to replace all that on a 92 blazer i had. went to change the rear shoes and noticed that some of the hardware was broken and some was missing and unhooked
