Default steering gear box

I currently own a 92 f150. A few months ago my steering box blew the seal thats sits where the sector shaft is. I had all the seals replaced in the box and put it back in. as i was adding the fluid back in to the pump the seal blew again.

i was wondering if there was a bleeder valve anywhere on the box or if there is any other reason that would have happened.

Did the seal physically blow out or just leaking around the shaft?
