Default steering column = lost mind

recently got a 1995 f-150 1/2 ton,4wd,reg cab, 5.0,automatic,for free. now the fun begins , this truck had a shift problem , would lock up and be unable to move from park to anything , the guy i got it from went to wrecking yard and purchased a new steering column, (the guy is not overly mechanically inclined), took one out, put new/used one in. same problem , and now no headlights , (oh yeah). my question is where do i start to get this problem fixed. the key fits and starts and stops truck but no shift . i have a chiltons manuel , but such info is not shown . i have two steering columns mostly complete out of truck plus the one thats currently in their . any idea s , suggestions or bit of info is appreciated , thanx in advance.

Try and shift the truck with the battery cable removed, Ford did put the shift interlock in some of the mid 90 vehicle I am not sure about the PU though.
