Ok, I think you'll find the schrader valve closer to the back on the fuel rail. Passenger side.
Just unscrew the cap, screw on the gauge, turn the key to on and read the pressure.
Then start it up and read it again. Now open the throttle a little and see where it's at.
A 95 will run between 30 and 45 psi, but you really want to see low 40's when you turn it to on, dropping 5 to 8 psi as you start it (idle) and climbing back up when you open the throttle.
You can then disconnect (and plug) the vacuum line to the regulator (at the back of the fuel rail) and see what that does.
The last thing you can try if all your numbers are really low is to gently pinch off the return line with vice grips or whatever and see if that kicks the pressure up.
Tell us what pressures you get and we'll be able to tell you if it's likely a fuel pressure issue or whether to be looking somewhere else.
