Default Rust on wheel well

The rust pop through on the top of the wheel well in the rear, and before it gets any worse than it is what should I do?? Just sand it and prime it?

If it's pitted then when you sand off the rust holes usually show. If it's just surface rust then you can sand it off, but you have to get it all off. Then prime it, but primer isn't a good protector. Primer is for temporary protection to stop rust for a short time, but it's porus and will soak in moisture causing more rust. So you will have to paint it too, or use an epoxy sealer primer which is usually only available from a paint store and not from the parts store. I've used that rust converter stuff before that's supposed to stop rust and convert it to primer, it seemed good but I got rid of the vehicle I used it on a short time later so I don't know how it lasts.
