Well that depends. Excessive whine is a sign of bad/low fluid or a failing pump. However the pump on these trucks are notoriously loud. Compare it to a known good vehicle with the same pump first.

Before you change the fluid put a 1/4 can of seafoam In there. It will clean out the pump and help with the wine. Just rennet to do it a day before you plan to change out the fluid. That way it dosent thin it out.

Cool, thanks...I never changed the fluid in a PS pump before. Is it as easy as extracting it front where you put fluid in or is there an easier way?

On my 98 Taurus I used a turkey baster to change my fluid just suck out the old fluid and poor back the same amount, repeat untill the fluid you pull out is the same as the new stuff and turn the wheel back and forth to pump it through. I also used trans fluid in my pump and after that it was dead quiet, now i could hear the holes in my muffler again

Permanent, trans fluid is also a hydraulic fluid, just like brake fluid in your clutch hydraulics. The trans fluid withstands more heat and last longer than PS fluid and when it heats up it gets thinner and lubricates inn all the tight spaces and parts like it would in your transmission. Many mechanics I know do this and I've done the same in my truck too when i blew my steering hose and replaced my steering box and never had a issues, the wine even got a little quieter.
