Yep, it needs a full shroud to pull all it can. While ur there keep a look out 4 a elect fan. Use the search button on the forum on what vehicles have the right fan. Auto zone will have the probe.

You say "overheating" which I would consider to involve steam blowing out all over the place. "heating up" might more accurately describe it ? But exactly how much ? certainly some is to be expected.
Remembering that "m" is part of the word "normal" you have to remember that that is a very simple electrical sending unit providing that signal. Very unreliable for small degree measurement. Using an actual thermometer would give you a better indication of just how much it actually heats up.
You might find that swapping out the sending unit would give you a different indication.
And the fan shroud wouldn't hurt for sure
