Default Not getting fuel when needed. Help!

Hi all,
I am having an aggravating problem. My truck did not start today. 89 f150 5.0L. So I started with the basics. Check spark and fuel. Good spark, no fuel. So i replaced the old relays. Still no fuel pump, no 2 second whirring noise when first turning the key or nothing while cranking. So I started tracing wires. I have power at the relay, 8 volts at the collision sensor and to the tank switch. So i jumped the pump to direct power and it works that way, but it stays on all the time that way too. So the pump is good, but some where in the middle I am not getting power to the pump when everything is hooked up like it should be. Could this be an ecu issue? Please help, I am reading this schematic and cant seem to find where else to look. Thanks.

Have you checked the computer for codes yet?

Ok, so after a few hours and several explitaves later, I got it working. Turns out I replaced the ecc relay not the fuel relay. Oh well it works now. Thanks
