Default No voltage reading from Ignition Module

Let me start by saying I hate electrical problems...ive changed the cap/rotor, ign. Coil, and when i check for voltage at the top wire on the Ign. Module i get nothing "0.000"....at the expense of sounding like a moron, does that mean i need to replace it?
