Need torque spec!!!!
I have never used a torque spec for this type of application. I never even would have guessed there was one. I just snug it up with a wrench to set the bearing then loosen a quarter turn. Spin the rotor to ensure it spins freely and does not have any side to side play. If it does tighten a hair and repeat until the play is gone. Always use a new cotter pin.
You tighten it very tight while turning the rotor, as tight as you can without causing the the bearing to lock (maybe 50 ft lbs ?). Turning the rotor while you do this will make sure there isn't any grease holding the bearing away from the race.
NOW you back it off about a 1/4 turn, then tighten it lightly up to snug (just snug). Lock it with a cotterpin there.
