w/ jumper removed.
You know what the FP relay sounds like when it's energized now. When you turn the key on, the PCM relay should energize almost simultaneously, but slightly ahead of the Fuel pump relay.

Does this occur w/ both?

Just one?

Neither?

Green/FPR. Brown/PCM
You may need to have someone else turn the key, so you can get closer. Maybe put your finger on them to tell when or if they energize.

I checked that earlier and had 3.68 volts. How much should I have, battery voltage?

Turned the key and I can hear a click. My arms not long enough to have my head in there but I only see 2 relays, and I know the fuel pump isn't clicking.

Yeah you should have battery voltage there at least 12 volts. Can you hear or feel the relays pull in as ymeski56 asked? Sorry I'm behind on the post .What I would try is to jump out the pump relay plug from the yellow to the wire going to the inertia switch to see if pumps will run. If they do you have a problem with the relay or not getting power fron the ecm relay to pump relay

I was able to get my son to help out. He turned the key and the ECC relay clicked, and then the fuel pump relay clicked right after that. I had him do it 3 times. I then checked voltage at the inertia switch and had 3.6v with key on on green wire and .02v on the red wire both jumped and none jumped.

And you have 12 volts coming into the pump relay on the yellow wire?

You have different voltages in & out of them depending on the circuit. The 3.78 sound like control voltage, actuating the relay. But you should have a 12V circuit going into the relay, & when the relay is energized, 12V out. If 12V in, but not out when activated, implies the 12V contacts in the relay are fried.

If only 3-4V is all that's making it through to the pump, that's not enough to **** it off, let alone run it! I'd go to the boneyard & grab some FP relays for a couple buck's a piece! PCM's as long as your their.

How old's your kid? I had my 10 yr old nephew turn the key for me. He told everybody: Ya, I was out back "workin on my uncle's truck" all day!

Yes, I have 12 out on the relay, I tested that this morning. 12v in on yellow, and 12v out on red when key is on.
