35 while running or 35 when you first turn the key and the fuel pump primes itself? The pumps max out at 45 psi - a new pump should be able to put out close to 45psi with the fuel pressure regulator disconnected from vacuum while the engine is running.

The 3.08 gear ratio will definitely add to your sluggishness. That with the fact that a 5.0 has poor power below 3000 rpms. I've got 3.55 gears and it is still pretty slow with the 5.0.

Alright so the TPS is not a Motorcraft.
Tested the voltage and the thing is crap. I'm gonna get a motorcraft TPS sensor ordered and put it on. Hopefully this will fix my problem. Thank you for your help everyone. Will post again when I get this new one put on.

I notice that Motorcraft parts (especially electronic) are frequently recommended. Where do you find these parts for vintage trucks? Mine is a 1994 FWIW.

Rockauto usually has motorcraft originals for the cheapest prices. Amazon too. Tough to find locally for reasonable prices.
