Ignition problems
I have been using an inline tester and it is showing no spark. I tested it between the coil and distributor and got nothing. I also retested the power line going to the coil and it was only getting 12 volts with the key in the on position. I also retested the wire that sends the signal from the icm to the coil and it was not sending any signal.
So it seems that everything checks out except for either the icm or pip which are both new.
Also while I was in there checking everything I noticed that when I put the key in the on position my fuel pump relay kept turning on and off multiple times.
Could this all just be an EEC problem?

Do you also get 12 volts to the coil at the start position ? 2 different wires at the ignition switch on the column. Separate power to the coil for the start circuit. Try checking if you still have power to the coil while it's cranking (using the key). If you lose power when the key is turned to start, there could be a problem with the ignition switch or somewhere in that circuit.
I wouldn't say the computer can't be it, but .... if there is power to the coil and the PIP loads and breaks the circuit, the coil will fire. As complicated as they've made things, the coil and distributor cap still work the same as the olden days when the distributor used to have points to make the coil fire - power to the coil, points ground it, charge builds... points break the circuit and the coil fires. PIP does the same thing.

So I went through and tested everything again including power to the coil while cranking the engine and it all checks out except for the ignition module sending the pulse to the coil.

I couldn't say about the computer, but if you got spark you know the distributor and coil are working, so you can look elsewhere.
Definitely something funny going on there. Your truck doesn't by chance have an anti theft system does it ? My 95 has a factory system that disables it if you don't use the key or the remote to unlock the door. And people do install aftermarket ones. Just a thought.
