Default High idle and while getting codes

My 89 f150 idles several hundred rpm higher while obtaining obd1 codes (via paperclip) and throws code 13 (KOER) should I ignore the code or explore other causes. I've replaced tps, iac, and replaced all vacuum lines thus far.

Your throttle plates are not closing all the way.

The throttles been adjusted as far as it can be.... unless there's an internal adjustment I can make on the plates themselves but upon visual inspection they seem closed/normal

I haven't tested for that yet...

I suspect a vacuum leak in the intake gasket possibly...

Have you checked the throttle body gasket?

Yeah replaced the gasket when cleaning the throttle body... no leaks I sprayed carb cleaner around the surface to make sure.
