It's highly likely that the Idle Air Control valve has gone bad or it is in need of cleaning. DO NOT clean it on the engine and never run any kind of cleaner down/into the throttle body while still on the engine. The solvents will destroy the factory intake gaskets and you'll end up with an uncontrollable high idle. Hopefully you didn't do something like this already?

Agree that a high idle accompanied with surging is characteristic of a gooped-up or otherwise faulty Idle Air Control solenoid - a regular problem with my era of model years. Removal of the solenoid for a thorough cleaning usually solved this issue.

Another possibility is a vacuum leak. One of the easier ways to identify this is to lightly spritz carb cleaner along vacuum hoses and gasket lines, listening for an increase in engine speed to determine where the leak is.

When you set the timing - did you make sure to pull the SPOUT connector?
