Default Hard to start cold

My 88 bronco has been hard to start cold since I got it and thought it could be fuel issues but even after cycling the pump a few times its still hard to start,I was wondering what controls the fuel enrichment when cold and could I have a bad temp sensor even with no CEL on.

Check the fuel pressure.

It has a new pump in the tank but who knows how long it ran off the pump in the frame,before I replaced the pump in the tank the pressure was in the normal range but I am wondering about the volume it puts out.

The single function reservoir could be sticking, the other fuel pump could be going bad.

Put the gauge on it and after the pressure bleeds off its hard to get pressure to build up and when it does its less then 40 PSI running,when I disconnect the regulator it goes to around 45. Can the regulator go bad a restrict the fuel flow as they usually allow too much pressure.

Regulator just tested good. Forget about the SFR, forgot it has no moving parts.

Front pump has been replaced and its a little better but not right,I have to crank the motor to get any pressure to show on the gauge so I am thinking regulator.
