Go to the advanced search feature, and search on "cross fill tanks" in the '89 - '96 forum:

You'll notice that it's a very common issue, and in fact Ford issued a technical service bulletin (TSB) to install a check valve to prevent it from happening; however, unlike a recall (which never expires) the TSB expired some years ago. Also, the retrofit kit specified in the TSB isn't readily available these days, although a few guys have found them on eBay.
My guess is that one of your sending units needs to be replaced; hopefully one of the threads in the above URL can shed some light on which one is the faulty one.

The fuel pump check valves go bad which is why they cross fill. If both tanks do that your options are either replace at least 1 or both pumps, install the Ford in-line check valve kit or live with just keep an eye on the fuel level and keep one tank from overfilling and keep one tank a little less full then the other.
