ok so i found this on craigslist and think it would be a great deal if i was sure i knew how to fix it. any help?

I'd buy it....sounds like someone hot wired the pumps... but even with that it should have fuel pressure..and enough to run...a little common sense and some testing I am sure you could figure it out....if the pumps run it is either cycling fuel back and forth between tanks meaning the crossover valve is bad or the filter is blocked...
