What is your voltage at the pump? What is your voltage at the switch? What is your voltage at the relay? Start at the relay, that will be the easiest.

OK, How is it running? Are you sure your Fuel Pressure gauge is accurate?

Something has to be clogged......I'm wondering if you don't have some dirt in the system that has clogged the new filter.

Does your Fuel Pressure improve when you unplug the vacuum line on your regulator?

I would try changing the filter again. Before I replace the filter I would run some fuel into a glass jar to see if anything was in it
