Ok, the other day i ran both my tanks pretty low. just above E. normally i don't run them that low. anyways i filled the rear and then i went to fill the front. it acted like its full of gase. the pump stopped pumping gas. i know for a fact that its empty. what could be causing this.
also. both my fuel gauges take forver to hit the f mark after a fill up or any other time i add gas.

The filler spout inlet is (unheard of) plugged or the rear in-tank pump has been pumping fuel to the front tank (a problem) and the front tank is actually full of gas.
That has happened to several people in this forum, but you should have noticed gas dripping/seeping out from around the front tank gas cap when it got full.
Are you sure the fuel gauge is correct for each tank?
I know you mentioned it was slow to respond when you switched tanks...
Have you stuck/inserted a short clean/flexible garden/water hose down into the front gas tank to (1) determine if it is indeed empty; note wetness on the hose and (2) to determine if the inlet/filler spout is for sure open into the tank?
Have you tried a different gas nozzle at a different Gas Station pump?
Does the engine run on the front tank?
If not, could someone have filled the front tank with water?
Smell of it if you stick it with a water hose.
All I got!

The rear is either cross filling to the front, or the front is not venting.
Ford senders are notoriously poor functioning/ inaccurate as they get older.

I have a '96 150 5.0 dual tank, i was having the same problem. The rear would would fill the front, but the front would not fill the rear. I also had a hard time filling the rear like what your having. Finally the front pump stopped working so i pulled the bed to take a look at this cross filling problem. Ended up, when i replaced the front pump(just the pump, not the module), the cross filling problem stopped and now i can fill the rear tank with no problem. i know there is a check valve in the pump that is possibly causing your problem.

Tank diverter valve. That may actually be what your problem is. My 87' has a little different set up. I think Just call me sean is more up on your set up.
