Default EGR system

Don't know what this is but I think I need a new one because obviously it won't open my egr valve this is something that has vacuum lines running to and from it to the egr solenoids.... I think it's some kind of
Vacuum valve or something....
This is on a 300 I6 94 model

That's the smog pump valve. You don't need it unless you have inspections. It doesn't affect the way the truck runs.
