First question is why?

After that, suggest the best option would be to install a blanking device that inhibits the exhaust gas flow, but still allows the position feedback and all to still feed into the computer. This is assuming that your model year (?) still uses EGR valve position instead of exhaust gas flow obtained through a differential pressure setup to measure the flows.

In short, recommend fixing what needs fixed, instead of trying to bypass the feature.

Well depends on the year. If it's pre OBD 2 you can just take it off and install a blockoff plate. If its OBD 2 you have to use a programmer and turn it off. Then you can take it off and install a block off plate. The basic engine dosent care if its there or not. Its just a power robbing POS.

If you remove the egr, will that affect emissions readings? I know that many states have emissions testing, some on a semi-routine basis, and if it affected the emissions reading, it could cause the truck to fail inspection.

The EGR system allows the engine to have a lower combustion temperature. This lowers NOx emissions. Having a defective EGR system will possibly trigger a MIL or at the very least fail emissions. Federal law prohibits disconnecting emissions devices, so if you do it, do it in a non-testing area.
