That's your air conditioner compressor. It cycles on and off by design, via an electrically operated clutch.
Here's a video tour of the next generation of Ford trucks, it won't be identical but very similar.
My horn was crumbling and had to be replaced. Yours should be visible by looking up from underneath, behind the passenger's side headlight.
Brake light bulbs would be the first thing I'd check on the brake lights not working issue. Four Phillips head screws hold the tail light lenses in place.

Do your turn signals work? One of the fuses blew right there under the steering wheel to the left and my brakes and turn signals didn’t work until I replaced it.
