There is s shrader/purge valve on the fuel rail.
Do you have access to a fuel pressure gage?

No access to pressure gauge

I plan to keep the truck, it has over 300,000 miles so I can expaect to use the expensive paper clip more than once. Besides the check engine light doesn't work.

It's cranking and eventually sounds as though it wants to start but just can't quite get there, like it being starved for gas.

If I disconnect the vacuum line to the pressure regulator the pressure should increase right?

Correct. That was my next suggestion. Look for gas at the Vac connection. Means the regulators pooched.
You'll like your new expensive paperclip!

Will starter fluid get it to fire a little bit?

Used started fluid coughed a lot. she's trying to get there I'll try disconnecting the vacuum line.
