if you have a vacuum pump you can pull a vacuum on the egr to test it, and that will tell you if its the sensor or the egr itself and then you can go from there. i had a 98 with the 5.4l that threw that same code, one of the ports was blocked with carbon, sometimes you can clean them out with carb cleaner but its a lot easier just to replace it
