My 95 f150 shift selector won't move unless I disconnect the battery. The fuse for the brake lights also blows. Please help

 

The shifter won't move out of park if the brake lights don't work. You don't have to disconnect the battery to get it out of park, just turn the key forward enough to unlock the wheel but not turn on anything electrical.
