Default Blower motor speed

My 93 XLT has a 3 spd blower motor but only works on " high". I changed the motor ( cheap) but the problem is the same. Is there a relay for the lower speeds?

It's called a blower motor resistor.

One unit. On high the resistor is bypassed, that's why it works on high.
