Another fuel pump dead
Ok, so I went out to crank the truck and... nothing. Started doing some more checking with the multimeter. Relay is clicking, ok. I have power at the test port, ok. Everything else is working, ok. Pulled the high pressure pump, and it's dead. I've had it for a week. What the ____ is happening here?

It will die if the tank pump isn't feeding it fuel. You said it was noisy, they are noisy when they aren't getting fuel. Looks like you need two pumps now.
I had this problem last year. Truck ate 3 fuel pumps(2 front, 1 back) in a 3 month period.
The problem ended up being that there was too much rust and other debris/gunk in both of my tanks.
I ended up replacing both tanks and both pumps, and its been problem free for over 15,000 miles!
