Default ABS Activating on dry pavement

The ABS on my 94 E150 activates when I pull up to a stop sign, and the pedal gets very hard, and i cannot stop. I just replaced the rear VSS sensor and its actually worse. there are no lights on. where should I look next?

Sound like the ABS is o.k. but you have another brake related problem. What is your definition of "activates"?

my 95 explorer did the same, the abs pulsed everytime i hit the brakes, so its just unplugged now, it was originally unplugged and one day i noticed it, plugged it in and the problems started, unplugged it and not an issue, just a thought
