Default Abs

I am having abs problems with my 95 f150xl. When you first turn the key on, all the dash lights light up for a second or 2 and one of them is ABS (Yellow light). Yet with the snow and ice out this past weekend the wheels seem to be locking up and the pedal does not have a "ratchet" effect, nor can you hear anything. Any suggestions? Would the ABS Light stay on all the time if the ABS was not working? Or being an older truck is it rear wheel only abs

It's rear wheel anti-lock brakes only on your truck, and it doesn't seem to work very well anyways.
