90 start issue
I have a F-150 XLT with a 5.0 in it.
I have replaced battery, Starter solenoid, starter, and positive cable from battery to Starter Solenoid.
When the key is turned over you can hear a click from start solenoid and all dash lights come on and stay on.
i checked voltage at starter and it is receiving 12 volts but it does not sound like the starter is engaging at all.
any help?

Your truck is a 1990 right?
Your starter is grounded through the engine block, so you need to inspect the cable that goes from the battery negative terminal, to the frame and engine block. Look at the terminal ends of that cable. Those connections need to be clean.
Sounds like a bad starter. You can try lightly tapping on the starter with a hammer and see if that brings it back to life or not. Either way, you verified energy is reaching the starter, I would remove it and have it tested. Most likely the brushes are worn out.
Is the starter spinning, but not engaging the flywheel, in order to turn the engine? You may have a bad starter, even though it's new.

next option is to make sure the ground cable is good going from battery to engine.
I installed brand new starter and it is doing same thing as old starter. Not engaging. Have verified that power is making it to starter.

Not engaging? You mean the starter is not spinning at all? At this point I would be looking for a bad ground. As I mentioned in another post, I made a new ground cable with welding cable and rain it to one of the starter mounting bolts.
I sure have seen a rash of bad starter drives on new or reman starters lately
They test the starter at the parts store, and it tests fine electrically, spins fine but will not crank the motor over because the drive slips
I mentioned the old 2x4 drive test trick
They said WTF and gave me a 3rd starter for the Ranger I was working on at the time
Said they did not do that test and were scared of wood shavings in their faces
I said that is how you test a drive and left it at that
