Yep - pull the vac line going into the solenoid. It should always have vacuum, then the solenoid decides if it needs to pass it on through. If you have vacuum going in, it could be a faulty solenoid.

I realize this is an old thread but it still helped me. I was getting 311 & 332 test after test. The supply line for the vacuum is broken somewhere behind the engine, I purchased a 4' section of rubber line and bypassed the hard line to the solenoids from the accumulator tank. All codes reset and none reappeared after test drive. It cost $6 for the line, I may never go after the break for repair as this seems to be a better solution.
