Dash lights tempermental wont come on without a fight...ummmm?

Dash lights tempermental wont come on without a fight...ummmm?
My instrument panel dash lights sometimes won' t come on until i release the e-brake which creates a slamming force that makes them come on.I checked fuses which are good but not sure if its short circuit of some kind. I have a 1991 f150 custom 5.0. Any ideas what to check? Thanks
