Do you have the unlimited data plan? I have the same issue with AT&T regarding hot spots? Since the ipad mini will be coming down in price eventually, I was considering buying one and doing a retrofit. So, it's not necessarily complete or permanent. I wanted it in there, and wasn't sure if I would like it and/or it would do everything I wanted it to, but I'm very happy with it. It didn't require any custom fabricating or fiberglass work, didn't cost hardly anything, and does everything I want or need it to.
