Default Wiper control module

Every time I start my '95 the wipers go through the windshield washer mode. Flap three times and stop. I replaced the turn signal switch because the intermittent feature didn't work. That seems to be better but the window washer thing is still there. It cost $50 for that but the wiper control module is three times that so I would like to be sure that is the problem. Has anyone else run into this situation?

You could try a junk yard. I have an issue with mine. When I select intermittent, the wipers run continous in the slow speed. Until I can get to a boneyard, I have lived with it. You can check this site if any boneyard has a module in your area.
