Default Stuck Hood

My neighbor's 95 F-150 has a stuck hood. Not the usual failed cable. Seems the cable has released, but the hood is solid (with a gap). The over center release lever is firm. I've had this happen on a different car, when I left a tool on the front seal. Usually you can push down, to get the lever under less tension to then get the secondary lever to work, but no go here, We can't move the hood at all, even with my friend standing on the front center of the hood, it doesn't budge even a 1/32". I can see the front seal through the gap and there are no tools left there.

Is there access to bolts to remove so the hood will go up taking the latch with it?

There's a couple of 10 mm bolts holding the latch to the rad saddle - but the grille is kind of in the way.
If all else fails you might have to break the grille ?
