I tried using the e brake on my 88 f150 but there was no tension. When I looked at the cable it was very loose and at the place where the cable divides into two separate cables one of the cables was broken . Any idea how to fix?

 

Buy a new cable. Or 2 actually, might as well do them both while you're at it.
