There are only 2 speeds: hi & low. What do you mean by "lower speeds"?

 

If what you are referring to is the lower intermittent wiper settings, it could very well be that the signal / wiper switch assembly needs replacing. That fixed a similar issue on my '94 F150 XLT. The actual Motorcraft switch would be a better choice over the cheaper aftermarket units. Rock Auto carries it.

It's not really clear what exactly your issue is. Do you have the intermittent wipers and if so does only the high speed work? In that case I'd check the governor for cracked or lose solder joints.
